National Defence Mobilisation Offices (NDMO) China created a National Defence Mobilisation Office (NDMO)for the revision of the Reserve Personnel Law during the ongoing conflict between Russia and Ukraine the purpose of it is to strengthen the military and civilian mobilisation capabilities in the event of a border escalation. The National Defence Mobilisation Offices (NDMO) is entrusted with economic mobilisation, civil air defence mobilisation, traffic readiness during mobilisation, equipment mobilisation, technology mobilisation and planning, and organizing and implementing mobilisation processes at the local level.

Functioning in the states of Beijing, Shanghai, Shandong, Fujian, Wuhan, Tibet, and Inner Mongolia, where it will be primarily managed by China’s National Development and Reform Commission (NDRC where they will handle economic mobilisation, civil air defence mobilisation, traffic readiness during mobilisation, equipment mobilisation, technology mobilisation and planning, and organizing and implementing mobilisation processes at the local level.  with the recruitment of militia and reserve force personnel for the country. For the purpose of implementation, the Chinese Parliament imposed the new Reserve Personnel Law on March 1, 2023.
