Communication Interoperability and Security Memorandum of Agreement (CIS-MOA) As a fresh start to new defence cooperation Pakistan federal cabinet approved the signing of a new security pact with the United States. However, the agreement is not finalised fully as there was no official announcement from either side about the signing of the agreement to date, through in the circulation summary, the Pakistan cabinet had provided its seal of approval to sign the Communication Interoperability and Security Memorandum of Agreement, known as the CIS-MOA, between Pakistan and the US. The agreement, first signed between the Joint Staff Headquarters of Pakistan and the US Department of Defence in October 2005 for 15 years, expired in 2020 due to differences over Afghanistan-related issues, and these 2 sides have now renewed that arrangement which now covers joint exercises, operations, training, basing and equipment. The recent meeting between US Central Command Chief General Michael Erik Kurilla and Pakistan’s Chief of Army Staff General Asim Munir were signaries of the agreement.

Communication Interoperability and Security Memorandum of Agreement (CIS-MOA) details

  • The United States signs “Foundational Agreements” with its defence partners.
  • These are “routine” agreements and include:
  1. General Security of Military Information Agreement (GSOMIA) – It was signed to facilitate sharing of military intelligence between the Pakistan army and the USA.
  2. Logistic Support Agreement (LSA)– Under this agreement. Pakistan and USA can use each other’s military bases to carry out repairs and for resupplying.
  3. Communications and Information Security Memorandum of Agreement (CISMOA)– Through this agreement is to share and secure communications exchange between 2 nations during training exercises and operations, here USA and Pakistan.
  4. Basic Exchange and Cooperation Agreement for Geospatial Intelligence (BECA)– BECA will provide Pakistan military systems with a high-quality GPS to navigate and missiles with real-time intelligence to precisely target the adversary, thus giving access to topographical and aeronautical data and products that will aid navigation and targeting to targeted countries.
