Mines and Minerals (Development and Regulation) Amendment Bill, 2023 The Parliament of India had approved the Private Sector to Mine Lithium and Other Atomic Minerals, thus ensuring the privacy of the private sector for mine exploration. After the passing of this exploration, the Parliament approved the mining operation of 6 out of 12 atomic minerals, including lithium, as well as deep-seated minerals like gold and silver. Among the material which is approved are lithium, beryllium, niobium, titanium, tantalum, and zirconium are among the atomic minerals, with deep-seated minerals, including gold, silver, copper, zinc, lead, nickel, cobalt, platinum group minerals, and diamonds.

Mines and Minerals (Development and Regulation) Amendment Bill, 2023 passed the Lok Sabha on the date of  July 26, 2023. , where it amended the Mines and Minerals (Development and Regulation) Act, of 1957. This act will enable the licensee to undertake “reconnaissance” and prospecting operations for critical and deep-seated minerals mentioned in the newly proposed Seventh Schedule to the Act, containing 29 minerals, through operations undertaken for preliminary prospecting and includes (i) aerial surveys, (ii) geophysical, and (iii) geochemical surveys, while including geological mapping, where this act prohibits pitting, trenching, drilling, and sub-surface excavation as part of reconnaissance. The issued licence will be issued for 5 years where request can be extended up to two years by making an application to the state government.   Under this act, it allowed activities in an area of up to 25 square kilometres, and a single reconnaissance permit allows activities in an area of up to 5,000 square kilometres.  The Bill allows activities under a single exploration licence in an area of up to 1,000 square kilometres, after the first three years, the licensee will be allowed to retain up to 25% of the originally authorised area.
